About the Council

The World Council is the guiding body of the José Martí Project for World Solidarity. It brings together around thirty distinguished intellectuals from across the world (see list of present members – link to present members page); leaders in culture, education, and thought committed to advancing humanity through dialogue, collaboration, and the legacy of José Martí.

 

Founded under the presidency of Dr. Armando Hart, the Council has counted among its members renowned figures such as Federico Mayor Zaragoza (former Director-General of UNESCO), Eduardo Galeano, Gabriel García Márquez, François Houtart, and Pablo González Casanova, among others.

 

Meeting annually in partnership with universities and public institutions across Latin America and Europe, the Council serves as a global platform for reflection and action on culture, integration, and social justice. These gatherings held in countries such as Spain, Mexico, Cuba, the Dominican Republic, Ecuador, Panama, Portugal, and Argentina combine strategic dialogue with academic forums, public events, and cultural tributes that amplify Martí’s vision of a more united and humane world.

 

Operating from its executive base at the Jose Marti Programme Office in Havana, under the coordination of Dr. Héctor Hernández Pardo, the World Council continues to foster international cooperation.

Appeal from the José Martí International Solidarity Project for the VII International Conference FOR THE BALANCE OF THE WORLD

(Read by Dr. Mario Alberto Nájera, member of the World Council of the José Martí International Solidarity Project, Professor at the Autonomous University of Guadalajara, Mexico)

Given the success achieved at the VI International Conference for the Balance of the World and the interest generated by more than twelve hundred participants in the diverse topics of the highest planetary importance, which form part of the scientific agenda of this gathering.

Considering that prominent figures from many countries agree that justice, the idea of peace, and the good characterize the thought of José Martí, and that these are essential to guarantee life and the balance of the world.

And convinced that it is essential to continue and further the effort deployed thus far, we must work decisively and immediately on the organization and promotion of the VII Conference for the Balance of the World.

World Council Timeline

2004
The First Meeting of the World marked the formal consolidation of its global network of intellectuals and humanists.
2005
The Second Meeting in 2005 likely focused on expanding Martí Chairs in universities, planning future conferences and reinforcing Martí’s relevance in global ethical dialogue.
2007
On February 23, the Council convened at the University of Zaragoza, Spain and adopted a Declaration highlighting the integration of ecological awareness with principles of social justice and human equity.
2008
In the Fourth Meeting the Council declared January 30 as Latin American Identity Day, commemorating the 1891 publication in Mexico of Martí’s seminal essay “Our America.”
2008
The session also served as a platform for the presentation of significant publications: Multiple Assessment of José Martí by Casa de las Américas, Martí in Mexico by Alfonso Herrera Franyutti, and critical edition of Martí’s Complete Works.
2009
During the Fifth Meeting, the World Council announced the creation of the José Martí Prize, to be awarded to individuals defending the principles of Marti.
2010
The VI Meeting of the World Council evaluated the progress of the José Martí Project for World Solidarity, a UNESCO-supported initiative promoting Martí’s legacy as a foundation for intercultural dialogue and peace.
2012
1. The Seventh Meeting took place at the Ecuadorian Ministry of Foreign Affairs with the participation of leading intellectuals from more than ten countries.

2. The sessions discussed the preparations for the upcoming International Conference for the Balance of the World, to be held in Havana in 2013 to mark the 160th anniversary of Martí’s birth.
2013
The Extraordinary Meeting of the World Council took place in 2013 in Havana, Cuba, coinciding with the 160th anniversary of José Martí’s birth and the celebration of the III International Conference FOR WORLD BALANCE
2013
The Eighth Meeting of the World Council was held in Panama City from October 1 to 4, 2013, bringing together members of the Council and representatives of the Panamanian academic community.
2014
1. The Ninth Meeting of the World Council held in Vila Real de Santo António, Portugal, and neighbouring cities in Spain, the event contributed to expanding the presence of Latin American thought in Europe and deepening interregional dialogue.

2.Alicia Kirchner, Argentina’s Minister of Social Development, announced her country as the next host of the Council’s meeting.
2015
The Tenth Meeting of the World Council took place in Argentina, with its opening ceremony held at the San Martín Palace of the Ministry of Foreign Affairs.
2016
The Eleventh World Council meeting took place at the Autonomous University of Ciudad del Carmen, Mexico and affirmed Mexico’s commitment to preserving and promoting the educational legacy of José Martí Pérez and Justo Sierra Méndez.
2017
1. The Twelfth Meeting of the World Council was held in Mexico. It focused on strengthening regional cooperation in cultural and educational initiatives.
2. This marked a significant moment in the decentralization of the World Council’s activities, bringing Martí’s message of ethical humanism and solidarity to a broader Latin American audience.
2018
The Thirteenth of the World Council was held at the University of Zaragoza, Spain, the keynote address, underscoring the urgency of addressing challenges like environmental degradation and exclusion, through solidarity and ethical commitment.
2023
An extraordinary meeting of the World Council took place in Havana attended by the Cuban President Miguel Díaz-Canel Bermúdez. It marked the 170th anniversary of Martí’s birth.
2025
The Fourteenth Meeting of the World Council of the José Martí Project for World Solidarity took place in 2025 in Havana, Cuba, coinciding with the celebration of the VI International Conference FOR WORLD BALANCE.
2027
The next World Council is slated to be hosted in Havana, Cuba.
