Hugo Chávez (1954–2013) was a Venezuelan political leader, military officer, and President of Venezuela from 1999 to 2013. A central figure in Latin America’s “Pink Tide,” he promoted a socialist political project known as the Bolivarian Revolution, focused on social welfare, regional integration, and opposition to neoliberal economic policies. Before entering politics, Chávez served in the Venezuelan military and came to national prominence following a failed coup attempt in 1992 against the government of President Carlos Andrés Pérez. After being imprisoned and later pardoned, he founded the Fifth Republic Movement and was elected president in 1998.

During his presidency, Chávez expanded public spending on healthcare, education, housing, and poverty alleviation programmes funded largely through oil revenues. He also played a prominent role in regional initiatives such as ALBA and advocated for greater South-South cooperation and Latin American integration. In 1999, he was awarded Cuba’s highest order of merit, the Order of José Martí.
